How to reach a car owner in Cyprus
In Cyprus the vehicle register is not a phone book. Your own services show your car. They do not say who sits opposite. If you only need the driver — lights, a shut gate, a scraped bumper — Police, a note or a message to the plate work. The register is for an authority or an insurer, not a chat.

What the register actually gives
Motor-vehicle law does not open the register to the curious. The Commissioner for Personal Data Protection treats plate and name as personal data. Cyprus Police give them to the addressees the law names.

The plate is tied to the vehicle, not the person: it survives a sale. A name pulled without a basis stays a data problem at every later use.
Paths that reach the person without the name
1. Cyprus Police
On a public road — gate, hydrant, disabled bay — this is often fastest. 199 or 112 for injury, fire, immediate danger or a real blockage, not a ten-minute delay.
A patrol can record an offence and, where the law allows, remove the car. They will not read you the owner’s mobile.
2. A note under the wiper
Still works and is free. The cost almost nobody counts: your number is outside. Date, time, street and number, what happened, what you want. A second number or email, not the bank one.
3. A message to the plate
Instead of asking who the owner is, write to the car. The platform delivers to whoever claimed the plate.

The limit, without euphemism: it works only if the other party is on the same platform. If the plate is unclaimed, the message waits up to 30 days and expires.
What does not work
“Owner from plate, pay by card” sites. The official channel is Road Transport or Police.
Plate and photo in the building group. It reaches people. It also identifies a vehicle in public; the data problem outlasts the car park you leave.
Frequently asked questions
Can I look up an owner from a Cyprus plate?
Not just because you want to talk. The Road Transport Department register is not a directory. Name and phone go to [Cyprus Police](https://www.police.gov.cy/), a court or an insurer with a legal basis — not the neighbour in the car park.
Does Greek traffic law apply here?
No. The Republic of Cyprus has its own road code and its own services. The data-protection authority is the [Cypriot Commissioner](https://www.dataprotection.gov.cy/), not Greece's HDPA. Greek municipal police do not operate here.
A car is blocking my gate. Fastest path?
Call Police on **199** or **112** if you are actually blocked on a public road. Not 112 for a ten-minute delay if you can reach a guard. Do not push, deflate or retaliate: liability moves to you.
May I leave my number under the wiper?
Yes: it is your data, which you are showing. The cost is elsewhere: the number stays readable, and a mobile often shows a name on WhatsApp. Write date, time, place and what you want, on a channel you can switch off — not the bank-SMS number.
